Starfield’s Rafael is one of several Starfield NPCs you can encounter during your exploration of the Settled Systems. Rafael is affiliated with no specific faction.
When a fire broke out, Rafael found a way to prevent the lab from burning down. Unfortunately for him, the experimental work performed on the Artifact at the Nishina Research Station shunted him into an alternate reality. This alternate universe is very different from the lab he knows. Everyone else is dead, and creatures have infested the lab.
