The Starfield Intimidation skill can buy you the time you need to reload, run, or get in some extra damage, even on the most powerful foes.

Being able to force a higher-level opponent to run away from you is an immensely useful tool if you find yourself suddenly outgunned or wandering into an area that’s too high-leveled for you. The Intimidation skill doubles as a bluff, allowing you to pressure others when, by rights, they should be intimidating you.
Starfield Intimidation skill overview
The Starfield Intimidation skill is a tier 2 skill in the Social skill tree. It, as with all Starfield skills, has 4 ranks, beginning at rank 1 and ending at rank 4. In order to progress up the Intimidation skill tree, you will need to complete various skill challenges related to the skill in question, and increase your Starfield level to earn skill points. Each rank requires a skill point to unlock.
This skill allows you to force NPCs to stop fighting for a short while. As you rank up this skill you can cause enemies to flee from combat, this amount will increase as you rank up this skill During combat this skill can be great to give you some breathing space, or an opportunity to escape.
In-game Intimidation skill description
The ability to strike fear into an opponent, causing them to flee so that you can escape or attack first, can prove critical in a battle.
The Intimidation skill has the following ranks and stats:

You can force a target NPC at or below your level to stop fighting for a while. Successfully Intimidate 5 different people. 2 
You can force a target NPC up to 10 levels higher than you to flee for a limited time. Successfully Intimidate 25 different people. 3 
You can force a target NPC up to 20 levels higher than you to flee for a limited time. Successfully Intimidate 50 different people. 4 
Intimidated targets now flee for a substantial amount of time. You have mastered this skill.
How to unlock Intimidation console command
If you want to add the Intimidation Starfield skill to your character without increasing your Starfield level or expending a skill point, simply open the Starfield console command window with the apostrophe (‘) or tilde (~) key and enter the following command:
player.addperk 002C59DE
By repeating the player.addperk 002C59DE command, you can bypass the Intimidation rank-up challenge and unlock the next rank. Entering the above command four times will unlock the rank 4 Intimidation skill.
To remove the Intimidation skill, you can use the following command:
player.removeperk 002C59DE
