The Starfield Negotiator appears to be a heavy-duty grenade launcher which uses 40mm explosive projectiles.
Seen briefly during the Starfield Direct showcase, the Negotiator reloading animation was seen, but it is not clear if this is a grenade launcher or an explosive shotgun. Given the size of the chambers in the magazine drum, we think it’s a grenade launcher.

The Negotiator has a baseline fire rate of 12, though the speed at which you reload will ultimately determine how close you can get to this rate of fire. Accuracy determines the spread of your gun, with lower accuracy weapons having more spread than others. Some ammunition and magazine weapon mods can drastically alter the rate of fire, accuracy and effective range of any weapon, so it’s worth experimenting with the Negotiator weapon mods to make the Heavy weapon better fit your playstyle.

Where to find Negotiator
You can find base and upgraded versions of the Negotiator randomly in a number of containers, as loot from defeated enemies, and in several NPC inventories.
