The Gangster Starfield background is one of 21 backgrounds you can choose at the start of the game.
Gangster background overview
Every Starfield background offers a unique twist to your playthrough, often arising during conversations with NPCs, and giving you opportunities for better rewards. Once you have selected your background during the Starfield character creation menu, you will be unable to change it, even if you visit a Genetics Facility such as ENHANCE – New Atlantis. The only way to change your background later is to use a Starfield console command.

You were always disgusted by suckers killing themselves to make an “honest wage.” As soon as you were old enough to hold a weapon, you took what you wanted from anyone unlucky enough to have it.

Having more than one Starfield background could result in instability in-game. So, if you want to remove the Gangster background, use the following command:
player.removeperk 0022EC78
