Starfield Instigation skill overview
The Starfield Instigation skill is a tier 3 skill in the Social skill tree. It, as with all Starfield skills, has 4 ranks, beginning at rank 1 and ending at rank 4. In order to progress up the Instigation skill tree, you will need to complete various skill challenges related to the skill in question, and increase your Starfield level to earn skill points. Each rank requires a skill point to unlock.
The Instigation skill allows you to force NPCs to attack their allies for a short time. As you rank up this skill you can use it on higher level enemies, with the final rank forcing the target NPC to attack their allies until they are dead.
This skill is a great way to manipulate your enemies to attack each other, saving yourself ammo and potentially giving you the upper hand in combat.
In-game Instigation skill description
When combat is required, it can be advantageous to convince others to do the fighting for you.
The Instigation skill has the following ranks and stats:

You can force a target NPC at or below your level to attack their allies for a limited time. Successfully Instigate 5 different people. 2 
You can force a target NPC up to 10 levels higher than you to attack their allies for a limited time. Successfully Instigate 25 different people. 3 
You can force a target NPC up to 20 levels higher than you to attack their allies for a limited time. Successfully Instigate 50 different people. 4 
Enemies affected by Instigation will attack their allies until they are dead. You have mastered this skill.
How to unlock Instigation console command
If you want to add the Instigation Starfield skill to your character without increasing your Starfield level or expending a skill point, simply open the Starfield console command window with the apostrophe (‘) or tilde (~) key and enter the following command:
player.addperk 002C555D
By repeating the player.addperk 002C555D command, you can bypass the Instigation rank-up challenge and unlock the next rank. Entering the above command four times will unlock the rank 4 Instigation skill.
To remove the Instigation skill, you can use the following command:
player.removeperk 002C555D
