Starfield Manipulation skill overview
The Starfield Manipulation skill is a tier 4 skill in the Social skill tree. It, as with all Starfield skills, has 4 ranks, beginning at rank 1 and ending at rank 4. In order to progress up the Manipulation skill tree, you will need to complete various skill challenges related to the skill in question, and increase your Starfield level to earn skill points. Each rank requires a skill point to unlock.
The Manipulation skill is used to force target NPCs to obey your commands for a short time, with the time increasing as you rank up this skill.
This skill can be great if used in combat to give yourself an advantage.
In-game Manipulation skill description
Recent studies have shown that suggestion is not an art, but a science, and as such can be weaponized to exert control over the susceptible.
The Manipulation skill has the following ranks and stats:

You can force a target NPC at or below your level to obey commands for a limited time. Successfully Manipulate 5 different people. 2 
You can force a target NPC up to 10 levels higher than you to obey commands for a limited time. Successfully Manipulate 25 different people. 3 
You can force a target NPC up to 20 levels higher than you to obey commands for a limited time. Successfully Manipulate 50 different people. 4 
Manipulated targets now obey commands for a substantial amount of time. You have mastered this skill.
How to unlock Manipulation console command
If you want to add the Manipulation Starfield skill to your character without increasing your Starfield level or expending a skill point, simply open the Starfield console command window with the apostrophe (‘) or tilde (~) key and enter the following command:
player.addperk 002C5555
By repeating the player.addperk 002C5555 command, you can bypass the Manipulation rank-up challenge and unlock the next rank. Entering the above command four times will unlock the rank 4 Manipulation skill.
To remove the Manipulation skill, you can use the following command:
player.removeperk 002C5555
