Starfield Negotiation skill overview
The Starfield Negotiation skill is a tier 2 skill in the Social skill tree. It, as with all Starfield skills, has 4 ranks, beginning at rank 1 and ending at rank 4. In order to progress up the Negotiation skill tree, you will need to complete various skill challenges related to the skill in question, and increase your Starfield level to earn skill points. Each rank requires a skill point to unlock.
The Negotiation skill allows you to bribe NPCs in speech challenges, with the bribery cost reducing as you rank this skill. The final rank provides a chance that bribery will cost nothing.
This skill can be a great way to win speech checks, as long as you have enough credits.

In certain, more challenging communications, skillfully supplementing words with credits may help achieve the desired results.
The Negotiation skill has the following ranks and stats:

You now have access to Bribery in speech challenges. Bribe 3 times through persuasion. 2 
Reduces bribery cost by 25%. Bribe 5 times through persuasion. 3

Occasionally, bribery won't cost any money. You have mastered this skill.
How to unlock Negotiation console command
If you want to add the Negotiation Starfield skill to your character without increasing your Starfield level or expending a skill point, simply open the Starfield console command window with the apostrophe (‘) or tilde (~) key and enter the following command:
player.addperk 002C555F
By repeating the player.addperk 002C555F command, you can bypass the Negotiation rank-up challenge and unlock the next rank. Entering the above command four times will unlock the rank 4 Negotiation skill.
To remove the Negotiation skill, you can use the following command:
player.removeperk 002C555F
