Starfield Rifle Certification skill overview
The Starfield Rifle Certification skill is a tier 2 skill in the Combat skill tree. It, as with all Starfield skills, has 4 ranks, beginning at rank 1 and ending at rank 4. In order to progress up the Rifle Certification skill tree, you will need to complete various skill challenges related to the skill in question, and increase your Starfield level to earn skill points. Each rank requires a skill point to unlock.
The Rifle Certification skill increases the damage from rifles, the final rank of this skill increases the reloading time of rifles when standing still.
Rifles are a great weapon to have in your arsenal, this skill will improve their effectiveness.
In-game Rifle Certification skill description
Whether used for combat, hunting, or some other deadly purpose, the rifle has become a mainstay of Settled Systems weaponry.
The Rifle Certification skill has the following ranks and stats:

Rifles do 10% more damage. Kill 20 enemies with a rifle. 2 
Rifles do 20% more damage. Kill 50 enemies with a rifle. 3 
Rifles do 30% more damage. Kill 100 enemies with a rifle. 4 
Reload rifles 30% faster while you're standing still. You have mastered this skill.
How to unlock Rifle Certification console command
If you want to add the Rifle Certification Starfield skill to your character without increasing your Starfield level or expending a skill point, simply open the Starfield console command window with the apostrophe (‘) or tilde (~) key and enter the following command:
player.addperk 002CE2E0
By repeating the player.addperk 002CE2E0 command, you can bypass the Rifle Certification rank-up challenge and unlock the next rank. Entering the above command four times will unlock the rank 4 Rifle Certification skill.
To remove the Rifle Certification skill, you can use the following command:
player.removeperk 002CE2E0
