Starfield Sniper Certification skill overview
The Starfield Sniper Certification skill is a tier 3 skill in the Combat skill tree. It, as with all Starfield skills, has 4 ranks, beginning at rank 1 and ending at rank 4. In order to progress up the Sniper Certification skill tree, you will need to complete various skill challenges related to the skill in question, and increase your Starfield level to earn skill points. Each rank requires a skill point to unlock.
The Sniper Certification makes scoped weapons steadier and reduces sway. As you rank up this skill you will be able to hold your breath longer with scoped weapons and have the potential to do more damage to enemies when using scoped weapons. Snipers can be used to pick off targets from great distances, and this skill makes handling sniper rifles easier.

Only a trained sniper truly understands all the elements necessary to patiently and effectively neutralize a target at excessive range.
The Sniper Certification skill has the following ranks and stats:

Scoped weapons are steadier and have less sway. Kill 50 enemies using a scoped weapon. 2 
You can hold your breath longer with scoped weapons. Kill 125 enemies using a scoped weapon. 3 
Headshots while aiming with a scoped weapon have a +25% critical hit chance. Kill 250 enemies using a scoped weapon. 4 
Scoped weapons do 50% more damage while using the scope. You have mastered this skill.
How to unlock Sniper Certification console command
If you want to add the Sniper Certification Starfield skill to your character without increasing your Starfield level or expending a skill point, simply open the Starfield console command window with the apostrophe (‘) or tilde (~) key and enter the following command:
player.addperk 002C53B1
By repeating the player.addperk 002C53B1 command, you can bypass the Sniper Certification rank-up challenge and unlock the next rank. Entering the above command four times will unlock the rank 4 Sniper Certification skill.
To remove the Sniper Certification skill, you can use the following command:
player.removeperk 002C53B1
