Starfield Special Projects skill overview
The Starfield Special Projects skill is a tier 4 skill in the Science skill tree. It, as with all Starfield skills, has 4 ranks, beginning at rank 1 and ending at rank 4. In order to progress up the Special Projects skill tree, you will need to complete various skill challenges related to the skill in question, and increase your Starfield level to earn skill points. Each rank requires a skill point to unlock.
This skill allows you to research experimental projects at a research lab. As you rank up this skill you will be able to craft rarer manufactured components at an industrial workbench. The final rank of this skill give outpost extractors a chance to produce additional resources. This skill is a great way to get your hands on manufactured components as they can be difficult to find.

Big guns are great, but in the Settled Systems, sometimes the best weapon is simply an old adage: “Knowledge is Power.”
The Special Projects skill has the following ranks and stats:

You can research experimental projects at a Research Lab. Craft 10 common or uncommon manufactured components. 2 
You can craft rare manufactured components at an Industrial Workbench. Craft 10 rare manufactured components. 3 
You can craft exotic manufactured components at an Industrial Workbench. Craft 10 exotic manufactured components. 4 
You can craft unique manufactured components at an Industrial Workbench. Outpost extractors have a chance to produce additional resources. You have mastered this skill.
How to unlock Special Projects console command
If you want to add the Special Projects Starfield skill to your character without increasing your Starfield level or expending a skill point, simply open the Starfield console command window with the apostrophe (‘) or tilde (~) key and enter the following command:
player.addperk 0004CE2D
By repeating the player.addperk 0004CE2D command, you can bypass the Special Projects rank-up challenge and unlock the next rank. Entering the above command four times will unlock the rank 4 Special Projects skill.
To remove the Special Projects skill, you can use the following command:
player.removeperk 0004CE2D
