Starfield Targeting Control Systems skill overview
The Starfield Targeting Control Systems skill is a tier 1 skill in the Tech skill tree. It, as with all Starfield skills, has 4 ranks, beginning at rank 1 and ending at rank 4. In order to progress up the Targeting Control Systems skill tree, you will need to complete various skill challenges related to the skill in question, and increase your Starfield level to earn skill points. Each rank requires a skill point to unlock.
The Targeting Control System skill allows you to lock onto enemy ships and target specific ship components. As you rank up this skill, the speed of acquiring a lock-on increases. You will also gain various buff when engaging enemy ships that are target locked such as increased chance of critical hits.
Making sure your weapons are on target when in ship to ship combat is important, this skill will make sure your weapons are hitting on target, and when they do you will be able to do more damage.

Missile weapons are favored because they can lock onto an enemy ship, but an intimiate knowledge of tracking systems can make them even more effective.
The Targeting Control Systems skill has the following ranks and stats:

Time to lock onto enemy ships is reduced by 60%. Deal 20% increased system damage in targeting mode. You have mastered this skill.
How to unlock Targeting Control Systems console command
If you want to add the Targeting Control Systems Starfield skill to your character without increasing your Starfield level or expending a skill point, simply open the Starfield console command window with the apostrophe (‘) or tilde (~) key and enter the following command:
player.addperk 002C5559
By repeating the player.addperk 002C5559 command, you can bypass the Targeting Control Systems rank-up challenge and unlock the next rank. Entering the above command four times will unlock the rank 4 Targeting Control Systems skill.
