Starfield Targeting skill overview
The Starfield Targeting skill is a tier 3 skill in the Combat skill tree. It, as with all Starfield skills, has 4 ranks, beginning at rank 1 and ending at rank 4. In order to progress up the Targeting skill tree, you will need to complete various skill challenges related to the skill in question, and increase your Starfield level to earn skill points. Each rank requires a skill point to unlock.
The Targeting skill improves the accuracy of your guns and ranged weapons when firing without aiming. It also will mark enemies in your vicinity that damage you, with the range increasing as you rank up this skill. Aiming down sights can take time, but with this skill you can improve your weapons accuracy without the need for aiming.
In-game Targeting skill description
While careful aiming is generally preferred in combat, “shooting from the hip” can prove a fast and deadly alternative with sufficient training.
The Targeting skill has the following ranks and stats:

Increased accuracy and range when shooting without aiming. Marks up to one enemy within 25m that damages you. Kill 50 enemies without aiming with a ranged weapon. 2 
Notably increased accuracy and range when shooting without aiming. Marks up to two enemies within 50m that damage you. Kill 125 enemies without aiming with a ranged weapon. 3 
Greatly increased accuracy and range when shooting without aiming. Marks up to three enemies within 75m that damage you. Kill 250 enemies without aiming with a ranged weapon. 4 
10% chance to disarm targets hit when shooting without aiming. Marks up to four enemies within 100m that damage you. You have mastered this skill.
How to unlock Targeting console command
If you want to add the Targeting Starfield skill to your character without increasing your Starfield level or expending a skill point, simply open the Starfield console command window with the apostrophe (‘) or tilde (~) key and enter the following command:
player.addperk 002C59DA
By repeating the player.addperk 002C59DA command, you can bypass the Targeting rank-up challenge and unlock the next rank. Entering the above command four times will unlock the rank 4 Targeting skill.
To remove the Targeting skill, you can use the following command:
player.removeperk 002C59DA
